I got an answer in another thread but it wasn't very clear on how to do it. I think it's something like C:\unrealtournament\setup.exe install "%1" or something. Where and how do I enter that?

Certainly sounds like troubleshooting to me.
Go to a Windows Explorer window -> Tool -> Folder Options -> View File Types -> New

So they translated Tool with Ansicht (View) oh ROFL @ M$. :D No wonder that my try failed.
I the above post isn't enough help, tell me path where your UT is installed to and I'll post a doubleclick sollution.
Me = to blind to see the C:\unrealtournament\ LOL

Aaaaand it won't let me post a attachment while editing, oh well
rename it to
doubleclick on it and click on yes in the appearing message window (if that brings up the editor, rightclick on the file and select run)
But use it only if UT is realy installed to c:\unrealtournament\
