Anyway to Convert Q3 Skins to UT skins

I highly doubt it would be possible.

The Quake III Engine is radically different from the Unreal Engine in design and execution. The only way to put Quake III models in UT would be to re-design the Q3 model from the ground up within the Unreal Engine environment (UnrealED). Someone did this once with one Q3 model ( I forget which one), and got slapped with a copyright infringement order to cease and desist from ID Software.

So even if it was possible to accomplish an "easy" model conversion from Quake III to Unreal Tournament, you would be breaking ID Software's copyright and intellectual property laws by doing so, and that's a big no-no.
