BDB Not appearing

I run a CTF server, installed MapVote3, When you first enter the game, mapVote shows up with all it's info on the screen, when the match is over, a message shows up in the top left conner saying you have 70 sec. to vote but nothing shows up on the screen. If you hit the "esc" key, the mapVote screen is sitting on the main UT screen, one can then vote and return to the game screen.
How do I get the MapVote screen to pop up on the game screen like it is supposed to?
I put the BDBmapvote auto open in the UT.ini file under BDB's section. Seems I am missing something here......

Are you using CSHP version 4U.
It causes that to happen.
Try the new 4V server is so.
