I found this on Usenet and decided to post it here. I don't know if this is actually going to help anyone having D3D problems, but I tried it and Unreal actually ran faster. First you'll need to have Unreal Tournament and Unreal both installed for this to work. Here is how to play Unreal with Unreal Tornament.

In the UnrealTournament.ini file change the following items: (make a backup first! if you don't, you can't play UT normally!)

Under [URL] change the LocalMap to LocalMap=unreal.unr

Under [Engine.Engine] change the DefaultGame to DefaultGame=UnrealShare.SinglePlayer
Also change Console to Console=Engine.Console

Under [Core.System], change these items, substituting your Unreal location of course. Make sure the slashes are going the right way, it seemed to make a difference.

SavePath=e:\unreal/Save
CachePath=e:\unreal/Cache
CacheExt=.uxx
Paths=../System/*.u
Paths=e:\unreal\Maps/*.unr
Paths=../Maps/*.unr
Paths=e:\unreal\Textures/*.utx
Paths=../Textures/*.utx
Paths=e:\unreal\Sounds/*.uax
Paths=../Sounds/*.uax
Paths=e:\unreal\Music/*.umx
Paths=../Music/*.umx

And that's it. Now when you start UT, it will actually start Unreal saying it's version 400. When you want to play UT, just replace the UnrealTournament.ini file with your original backup.
