...adds maps to the rotation on a UT server without having to go through and type every map name in 1 by 1. Surely there's some sort of admin tool around that allows you to specify a directory, or atleast, select from an explorer like window???

There is an Admin interface to UT, use a Web Browser, put in the IP add. of your server and then the username:admin password:what you entered in the menus in UT, your in. Click on default (upper right) then maps (left) then enter the maps you what UT to use.
