No. The amount of money is fixed. I'd go for a small loadout so that you won't be devestated when the weight/bulk/inventory system is added later on. Depending on the circumstances, I usually go with these loadouts:
Close-Range Loadout (DM-Kazakhstan/DM-Flagstaff):
Ka-Bar Combat Knife
Beretta M9 Semiautomatic Pistol w/ 2 Clips
MP5/40A3 w/ Aim-point Device and 5 Clips
3 M67 Fragmentation Grenades
Mid-Range Loadout (DM-Installation/DM-CubanDawn):
Ka-Bar Combat Knife
Beretta M9 Semiautomatic Pistol w/ 2 Clips
Colt M16A2 w/ ACOG Scope, M203 Grenade Launcher, 5 Grenades and 5 Magazines
3 M67 Fragmentation Grenades
Long-Range Loadout (DM-ExtremePrejudice):
Ka-Bar Combat Knife
Beretta M9 Semiautomatic Pistol w/ 5 Clips
Robar RC50 Sniper Rifle w/ 5 Magazines
HK69A1 40mm Grenade Launcher w/ 5 Grenades
Of course, once more weapons get added, this will probably change.

Well, just in case you haven't heard yet, set your Player Speed (Options/Infiltration Settings/Player Configuration) down to at least 30% (I have it set to 5%), and set air control down to 5%. Also, be sure to set View Bob to 100%. You can try setting Game Speed down to 90%, but I don't really see much of a difference. In any case, it makes everything seem that much more realistic. Your footprints will actually be a reasonable distance apart, and the bots won't look like they're ice skating.

Whoa there, Tiger. I don't pull that much weight around here. You'll just have to wait along with everyone else. If someone told you that they have a patch for INF 2.80, they were lying.

Just hang in there until the online patch is released. Things should really heat up then. You say the Shooting Range doesn't work? Did you download the seperate 40MB map pack? As for map making, I can't really help you there. I've never actually tried to make a map myself.
