Two Factor Authentication is now available on BeyondUnreal Forums. To configure it, visit your Profile and look for the "Two Step Verification" option on the left side. We can send codes via email (may be slower) or you can set up any TOTP Authenticator app on your phone (Authy, Google Authenticator, etc) to deliver codes. It is highly recommended that you configure this to keep your account safe.

City.utx has one too.
you can open up a map and look at the textures loaded to look at where you can find them. For instace: Open up DM-Gothic, and you'll get a few packages with skystuff.
And I don't think liquids is meant to be used for clouds. put several layers of cloud textures on top of each other and set them to transparent. Mess around a little with the pan-speeds and directions, and you'll get the moving and warping cloud effect.
