If someone is shot in the head, they should fall to the ground and their legs should start twitching. Or maybe that's fake. Not sure. Do legs twitch in real life?

Not necessarily fake, although gunshot wounds are like snowflakes - no two are ever alike. What happens to one person may not happen to another, and that includes post-mortem muscle spasms. You could shoot someone in the face with a 9mm Hydra-Shok and usually they'll die right then and there. There's the few that may survive but be permanently disabled, and then the incredibly lucky few that recover completely.

The general consensus in Infiltration is that if you're shot and you die, that's it. Trying to factor in what MIGHT happen in a few very rare instances would take too many resources away from the main focus, which is realistic gunplay.

Is it just because i've been playing with the bots on easy, or do they rarely ever aim for the head?

To make it even more complicated the immediate effect of a gun shot wound ain't death. Only a minority of gun shot wounds are fatal, and if "being shot" don't put ppl down a good head hit is the best you can get.
