No, that is not true. You can reload your weapons. You must set a reload key in the Infiltration Configuration window, found on the MOD menu.
As for where to unzip things to:
.INT and .U files go into \SYSTEM
.UTX go into \TEXTURES
.UNR go into \MAPS
.UAX got into \SOUNDS
.UMX go into \MUSIC
