Can anybody tell me how big the chance will be, that UT scripts, maps and models will be working with unreal2
Will it be a completely new system, or do they base it on the old unreal..

I read a post around here saying the scale is different, but UT maps can be converted without too much difficulty.

You won't be able to stick a UT map into U2's directory and be able to play it, but you will be able to "U2ilize" the map in the editor. However, the characters will be about 2 feet taller in U2, so you'll have to do a lot of ceiling raising if you want to play a UT map.
Models probably won't work for the scale reason. I don't know about modifications though. That will depend on the changes to the Unreal engine.
