Um, don't remember if I posted anything about this or not, or if anyone else has, so I'll just go ahead and start afresh:
If you have bought a scope with the SIG or M16, make a new key-binding to activate it. I mean, sometimes when I'm running around in a level, I want to only hold the gun in front of me (right click with most guns to do that). Now, you can do this with those guns, IF you do not have a scope in your loadout. But, if you have a scope in your loadout, it automatically puts your eye up to the scope.

i think i understand what your talking about, kinda a half lowered looking over the scope thing. i would rather have the option to just yank the scope and ditch it.

I too would like the ability to aim without the scope (on a weapon with a scope) via looking down the side of the barrel or something like that. I admit that a feature like this would have to yield worse aim than is possible with the true iron sights, but it'd be good alternative to being forced to use the scope when in a dire situation. However, I assume implementation of the SG 551's LAM module in online play will greatly aleviate this problem (simply use the LAM from hip position to acquire a target).
Though removing a mounted scope sounds like a good option, it'd take some time to do in battle, and would require the soldier to re-zero his sights (something which wouldn't at all be advised during battle).
Since there doesn't seem to be a limit on the number of loadouts you are allowed to have, I have simply setup numerous loadouts with various options enabled, and named them justly. With this, I can quickly look at the "Vote: Map" menu, and see where the next map will be. I can then decide if I want a scoped loadout or not, and other such options (such as for the M16, I have a loadout with the ACOG, as well as one without). This is a great option, and I rarely if ever get caught with the wrong loadout.

Personal opinon : Accept the minor penalty of having chosen a scope for your weapon and don't use it for CQB. Please choose the right tool for the right job.

Sorry if this sidesteps the issue, but should't there also be some penalty for sprinting around with the scope glued to your eyeball ??
...i now i'v done that in varius sitiuations.
heh :) when you gonna make a scoped pistol? ;)

I'm not sure about the ACOG, but i've seen scopes with "iron sights" molded on top of the scope, they are shorter than ordinary pistol sights, but still better than nothing.
Plus, about the sidestep :) I got the chance to handle a scoped rifle this weekend, it had a 4x scope on, and i tried some things with it, like trying to move and still look through the scope. Fat chance, you don't see jack ****, it's hard enough without walking, just moving your body a little will make you loose view through the scope. I'm not sure whether the ACOG is better at this or something, but if it's anything close to ordinary hunting scopes, it's pure BS running with a scope. If you just move your head a few degrees you will loose view and just see a dark blur.
