Console commands and Mods

I have a basic familiarity with the console commands, and even have a few of my favorites progammed into my key bindings. But my question has to do with the more advanced commands that you don't find posted on the net. Commands like 9999 health and ammo. For some reason, I can't seem to summon titans.
I have been in a few games online where there are mod to the game or weapons. How can I make my own? OR, where do I find these mods on my system for use in my own games? I had to download them for them to be able to work in their game, does it just go into my cache and deletes when I exit?
Just a couple of questions to get me started.

It can get a bit technical so just read through the parts you plan on using.

As for downloaded mods/maps/etc. For some reason Epic decided they should be downloaded into the cache folder and given a ridiculous ID and a new extension. There was a program that would download the files as is and place them in the right spots but I don't know where it is or what happened to it. So you're gonna have to hunt down the mods for yourself.

Making them is a whole other story. If you want to try your hand at Unrealscript here's a few places you should stop by.
