Server Forcing Map Downloads

I have been trying to put an Infiltration server online, but whenever I try to connect to it, it wants to force a map download on me, although I have all maps installed on both the server and client. Any ideas?

Here are links to the .ini and .bat file I'm using to start the server. Passwords have been changed to protect the innocent:

two things, make sure that you've got <b>ALL</b> the files associated with the maps on the computer you're trying to play on. This means any texture files, sounds or music paks.

also in the Infiltration.ini file look for this section:

KeepAliveTime=0.2
MaxClientRate=250000
SimLatency=0

The bold part AllowDownloads=True, change it to False and the player wont be able to get into the game if they don't have the map. I left this no and the MaxClientRate shouldn't be more then about 5500 - 6000 since most people connecting can't download that fast anyway, I've got it set to 250,000 here just because when I have a Lan party whoever connects and doesn't have a map will download it fairly quick.
