Where I can download the Unreal Ed Version 2.0 or higher?

Ued 2 is not available as a seperate download. Just get the latest patch for UT and you should be able to use it:)

www.planetunreal.com/unrealed I believe thats the link, is a good site to learn how to use it, there kinda outta date though and most of the tutorials are for unrealed 1.0 but the others I have seen arent any better.
