I am a newbie attempting to use Ued. I have the current patch for UT. The editor that pops up says it is version 2.0. However it doesnt look like any pictures I have seen in any tutorials. It has a tool bar across the top. The browse window shows up as a blank window. there is also a tool bar at the bottom that looks sort of incomplete(it looks like it has the word "command" but is is incomplete.
Does anyone have a clue what I am seeing. I can't use any tutorials because they refer to things I don't seem to have.(the texture browser)

I also have the same version as your's and I was also quite baffled when I saw that the tutorial pictures looked completely different to mine!
First off you don't need to worry about the empty browser window, the browsers start from the seventh button on the toolbar at the top. The first one (the chess piece) is the class browser, the second one (the G) is the group browser, the third one (the music note) is the music browser, the fourth one (the loud speaker) is the sound browser, the fith one (the landscape picture) is the texture browser and finally (the eye) is the mesh browser.
From there you should explore the options in each of these and you should be able to relate the tutorials to the different interface.

Most of the tuts are referring to UED 1.0.
I UED 2.0 the toolbar from the right-side turned into buttons on the upper tool bar. try clicking them and you will soon figure out what is what.
If this is what you see then you are using UED 2:

This is UED 1:
