I built a custom skin, but I want to know if I am not hosting a server if it will be viewed by the other players correctly, or will it need to be uploaded to the host server? Also, is there any good Mirror levels that you can actually look at yourself from the front and rear- I want to 'see' my skin as others do.

The server needs the file as well. I got no clue what will happen if the server doesn't have it though.

Are we talking about Unreal1? The loading level (entry.unr) has a nice little mirror that you can wave at all you want, while the multiplayer dm is loading.
If you are the one with the skin, and you are connecting to a server, your skin with automatically change to default. Anyone joining your game will have to DL it.
