server gravity and player speed

where do you adjust the server gravity and player
tunning speed, or do you need to create a mod to do that.
If you must create a mod do you need the source files.

You'd need a mod to do that, but you don't need the C++ source to create a mod of this kind. What exactly do you want?

just wanted to reduce the gravity a bit as I only run
CTF-Face and its an asteroid so I wanted to reduce the gravity somewhat.

Then use the Low Gravity mutator. You should have it if you have UT.
