Mutators?

How can you edit/create mutators? I want to create a mutator or mod just like CTF but both team get an enhanced shock rifle like in Insta Gib mode. Sure, sounds lame to you guys but me and my friends think it would be really fun. But now you say: "Duh, just play CTF with Instagib!" But see this is were my editing comes in. I want to make the blue teams rifle blue and shoot blue stuff, cause the enhanced shock rifle is red and shoots red stuff. Get it? Red and blue stuff flying all over the place. Sounds fun to me. Well, do you know if that is possible?

This mutator already exists.
It's called "Color Instagib" and can be found at

This mutator adds Team colors to the shock rifle's trail...exactly what you want, isn't it?

It's ok but not finished. The guns may shoot diferent colors but the weapon itself is still red. If I am on blue team I want a blue gun damn it. Plus, that guy changed some of the colors on the gun and made it even worse than if it were just to be left red. How can I edit that mutator?
