I thought UT UnrealEd was to contain help files

There has never been a help file for it, officially. I didn't hear anything about them shipping one with UT. Since UnrealEd is an unsupported bonus, they aren't obligated to do anything with it. Besides, there's a ton of stuff online. If you want a pseudo-help file, download one or both found here:
