How do I set up a proximity trigger which toggles (enable/disable) playerstart to reduce spawn camping?

I know in CTF-Face if you stand on one side of the enemy's tower then they will spawn on the other side unless there is no choice. Don't know if this is automatic or a enabled feature but I would look there.

I know that in the old Unreal code, for the creature factories spawning points, there is a variable 'bCovert', which handles that exact thing for creature spawning. Look around, see if you can find an equivalent.

UT seems to automatically not start players at spawn points where enemies are hanging about, unless there are no other options. (as Slick says)
