What is the name of the program that will add the custom textures to a .utx file for you???

Unrealed itself.

just choose "import" from the menu somewhere on the texture browser. It's gotta be a pcx file (256 colors). square, or any combination of values that can get square when tiled. width and height values gotta be values like 16, 128, 256, etc.

A window will appear after you picked your file, asking you for a package name (don't use UT's packages) a group name (like ceiling, floor, wall) and its own texture name. If you put everything in a package called MyLevel (exactly that, nothing else) you won't have to save it, and it will be built in to the level itself. Otherwise you'll have to save the package.
