Monitor Refresh Rates and UT

I just bought a new 19" monitor and set the refresh rate to 85Hz in the display properties. I am using 1280x1024 res.

When I start UT, the monitor shifts down to 60Hz at all resolutions within the game, except for the 640x480, I think.

Does anyone know how I can play the game at 800x600 or the one-step higher res at 75-85 Hz?

Is this a video card issue? I have a Quantum3D Raven 16MB AGP video card.
