Do you see the Xbox 360 as the main platform as opposed to the PC? During the whole Unreal time it was very much PC focused.
The PC right now is a fair amount different to what it was back in the day, with all the badly integrated video chips. Here's the problem right now; the person who is savvy enough to want to have a good PC to upgrade their video card, is a person who is savvy enough to know bit torrent to know all the elements so they can pirate software. Therefore, high-end videogames are suffering very much on the PC.
So piracy was a main point for you...
Right now, it makes sense for us to focus on Xbox 360 for a number of reasons. Not least PCs with multiple configurations and piracy.
But when the dust has settled, is there any possibility of Gears 2 on PC?
No.
Definitely not?
No.
He may be right, but he makes me want to eat my foot.

Well, too bad. Guess I'll enjoy the game only on the X360, which will easily suffice.

He's not, it's a BS excuse. The BS is why you want to eat your foot. People will pay if the game is good. Fans will support you if you don't alienate them. The ease of pirating on PC may be what makes it so "big," but it's an outright abuse of statistics to try to claim each one of those pirated copies is a missed sale.

I already knew it was a definite no weeks ago.

I hate pirates... I hate big companies... I hate everyone...
I hate the pirates for giving the big companies the excuse to do as they please to stop piracy...
I hate the big companies for being total douchebags.

Shame. I really enjoyed the first one on PC and had only one issue during it (ctd after an extended session). I was looking forward to #2 even if it was just more of the same.

Ripten asked Mark to respond to the statements made by his designer, stating “Your lead designer has been quoted saying that piracy is the main concern”, to which he responded:
"The reason we decided not to develop Gears 2 for PC was so that we could focus our resources on making Gears 2 the best possible Xbox 360 game it could be rather than splitting them across multiple platforms like we did with the first one. I think Gears 2 will be a better game for it and that this was the right decision."
I read this on a dutch gaming website. I don't know the real source.

How was the development of the first split? Was the PC version considered at that time? And even if it's too much for Epic, can't they outsource porting to some other developer?

They surely considered it. But this time it's a definitive "No". A little more than just "Not this time around" which could be heard as "Maybe eventually". People can fly ported the previous version from what I heard. These guys are working on a new to-be-announced project.

Oh yea... the 360 is sooooo secure against piracy
A person doesn't even have to be savvy enough to change out PC hardware to be able to pirate on the 360

What are they supposed to say, that Gears of War 2 PC will arrive a year after Gears of War 2 X360? Of course not. There is no reason for Microsoft to not release the game for Windows to milk it further, they just can't tell you about it because they want as many as possible to get an X360 and the GoW2 game for it before they reveal the game for the PC as well.
You remember that Gears of War was an X360 exclusive, don't you? (Only on Xbox 360 it said everywhere.)
X360 has it's share of piracy too. There are torrents for Fallout 3 already, but drop that thought. Piracy is not a legit excuse. The real reason behind this is that Microsoft wish to earn more money by getting people stuck with an X360 at home and lots of games that pay royalties, etc, to the corporation. The hardware alone will bring profits and you don't have to be a computer wizard to play a console game, you just plug it in like a freaking toaster. There you have mass market in a nutshell.
