Didn't the visual designers for UT3 specifically cite Blade Runner as one of the inspirations for the game's theme? It's almost certainly a homage.

No doub about this, but Blade Runner's influence is all over the game (and an inumerable amount of other games, comics, films etc..).
Besides the obvious cyberpunk metropolis stages and the Liandri (Tyrel) skyscrapers have you noticed all that turn of the century/1920's architecture? The gutted redbrick warehouses of Defiance, the high art deco, slightly Frank Lloyd Wright like spendour of Suspence, these are the same elements that make up the base layer of Blade Runners aesthetic, use of the Bradbury building etc..

And the innumerable amount of fans, piping and Noir lighting. I'd go as far to say Blade Runner is prolly responsible for alot of the focus of the UE itself..
