This small tool similar works how the well known "user defined toolbox" of UnrealEd 2 & 3.

Current Build 1.2.1.47 is available for download.

Changelog:
• added: activates minimize box of Generic Browser (UEd4)
• added: experimental support for color schemes (see ExtToolbar.ini)

Nice.. I remember having something similar to this a while back.. not sure if it was Hazel H or AngelMapper who came up with that one (maybe none of them??). Anyways TYVM for this :)
