I voted 'other' as I don't really have a favourite and there's one or two not in the list e.g., Dru Tyson that was about the best for 2k3 from what I've seen ;)

Hide (For his flying beauties and the very cool KouRyuu)
Slaughter (Xan mk4, need I say more?)
Klasnic (Huge number of quality skins, although sometimes the .zip turned out to be UMod. Bad Klas, go to your room!)
Guy who did Neofin and Exoslave (now part of Union City Blue mod, go check UT2003 model archive) (why? the Exoslave flips the Vs at you!)
MaxX (even if it is for his mad voicepack:D )
Slyrr (did the Raptor and JunkYard Mech)
Creators behind Magdalena and Effigy (great pair of bastards to frag!)

I really like the work of guys like Bofrazz, Klasnic, Slaughter, Rex,and many other... :) .
Lot of their skins are in my UT texture folder.

So I can't give a top 5.
