How do I get to advanced options?

The only way it seems to get there is to go to safe mode, but when I go through the start menu and click on safe mode a window opens and gives a list of optons and then I click on the run in safe mode but nothing happens. What gives?

I want to get in there to change my cache setting, how can I do this?

BTW, everything that you can access in the advanced options is also available in the UT.ini file. The Advanced Options is just a user friendly way of presenting them :)
