well im gona try custommizeing my own version of a remus skin its not going to be like a whole dffrent version just customized and i might need some tips so i need some tips

First off do you have an image editing tool?
I'd recommend you to use Adobe Photoshop. You can get a free trial version for 30 days with full utilities. ;)

Export your original texture from the game itself by using UnrealED(standard in all UT games). The skin lies in PlayerSkins.utx and is opened with the Texturebrowser in UnrealED.

When exported it's in .dds format. You will have to use nVidias Photoshop plugins to read these in photoshop. When done editing/skinning you can export it to .dds again and import it in UnrealED and save a texture file with the skin in it. Never edit in any original files in the game t just messes everything up and you cannot play online with original files edited.

There is a new version out (v8) called Photoshop CS which should be better as Adobe claims but I haven't tried it yet. Search google or adobe's homepage for the new version(I recall needing to signup at adobes homepage to download trials).

The skin textures head and body are also on the DVD, CD6 folder in the Extras\SkinArt folder in .PNG or .TGA format (can't remember which) or on CD6 if you've the CD version.

As Rex said, Photoshop is the best but anything like Paint Shop Pro or similar will do. Use Upaint on the DVD to see the skin in 3 dimensions and to see where areas on the skin are in the image file but try avoid using it to skin :)

There is also a program called openCanvas which was free at one point in time but is now a shareware app. If you look hard enough you can probably find the older free version (1.1, I think) somewhere out there online. There is also ArtRage 1.1, which is also free, but it's not as comprehensive as any of the other programs.

That could be the one! If it has an expiration, it's the newer old version, the one with the shareware stuff in it. :p
