I'm thinking of getting a new socket 939 mobo, but I know that UT2004 really strains the memory and processor.

So how much of an overclock is generally stable on AMD 64 3000 and 3200 chips- The CPU and VGA will be watercooled.

AN AMD64 3000+ will run UT2004 effortlessly. Is much faster than needed, Assuming you have decent Graphics and RAM your comp will fly. (not litrally)
About overclocking on the 939pin 3000+ read this
Hexus overclock the 3000 to 3800 with stock cooling. So my guess it is that it would easily make 4000 on water cooling. Hope you find it interesting.

I have ordered one of these on Ebuyer along with an MSI K8N Neo2 Platinum. Well be very nice indeed. Just need to save for a new gfx card

Sounds good.

Now what I need is a decent PCI express Mobo that is capable of being ovrerclocked.

I'm fairly sure you can get the MSI K8N Neo2 Platinum board with dual PCIe slots. Its also a good overclocker. I have read reviews of people increasing the HTT fsb from 200MHz to 300MHz, nice 50% increase :D
I'd also say that This board looks very nice

edit= Its the K8N Diamond that has the PCIe stuff
