How do i make stuff glow like a flashlight real bright ?

Could you elaborate a bit more?

If you mean like the bright area where the lightbulb usually is, you can create a material that is not affected by light sources. This way, even in the dark, the texture applied to the defined surface material will always stay the same color. You could also probably add a corona, like how some team skins/models have team color lights, but I'm not sure how to do that.
