first off are you trying to play the old uskaarj or the new one ??
there is a hack for the old uskaarj that alows one to start a game just by oneself but with no AI just so you can try placeing buildings and building units.

Once I know what one you are trying to play I can get you the right info

open you uskaarj.ini file search for bCheckPlayers=True
set this to bCheckPlayers=False


and welcome to the uskaarj forum ;) also we have uskaarj mirc channel where all the uskaarj fans hang out, you should be able to find at least 5 people in there each day :) so drop by and chat with the other fans.
