Question about creating a mod.

I havent yet read through the Wiki, which im heading over to do. But i wanted to ask 2 specific questions.

Would it be super difficult to create new game modes, sucha as CTF.
And where do i look enabling 3rd person view for multiplayer?

i don't knw, but, on third person, try using the console command... togglebehindview
