Making a chopper craft pitch in the direction you're aiming

You know the Raptor and how when you aim right the vehicle will turn to match the direction, right? ok good. And you also know how when you aim down the vehicle will still point ahead but you can still shoot down right?

Well, I hope you do, cause I need to know how to make my own vehicle pitch downward when you aim downward, and also perhaps limiting the angle you can pitch. So how about it?
