Hy CoolDude and Dalton,
I tried to usethe stats service, but I only got this Error output:
Server doesn't respond correctly (Query Error: invalid Package Format (no QueryId))
What mistake is that, do I have to be registered or do I need a plugin,

It seems the JBIII server query sporadically doesn't work, also another proggie (phpua) I played with has the same problems, JBIII also listed: http://www.utstats.com/Site_The_Crew_Play.htm

Even with the original ServerAdmin/stats/ I sometimes have problems accessing.

Don't know exactly what the problem is, most of the time it's resolved with a map change, so maybe some maps give problems with server query programs ?

Maybe someone else has insight in this problem ?

To answer your other question, no you don't need any plugins.
