Buglet/Enhancement regarding Jailfights

You shouldn't be able to push people around in jail with the shield gun if they don't have one out. The same should really go for 'nades :)

Being pushed/thrown away from screens is annoying :/

Perhaps that be done in a NetDamage(), that has a momentum vector.
