There isn't really an all-encompassing skin maker. But Upaint is on the ut04 play disc, and you can do quite a bit with it if forced.

But my suggestion would be to use Photoshop or a lot of folks around here prefer Paint Shop Pro, to do the actual "making". You can find all the body and head art for included characters also on the play disc. Then save your work as a 32-bit Targa (just to play it safe) and File-Import head and body art into Upaint.

But when it comes to using Upaint (to paint), Photoshop, or Paint Shop Pro, I'm going to tell you what the pros would tell you. Tutorials are all well and fine, but you're better off playing around. :D

Is it possible to import new models/skins into uPaint?

If you have the original skd of the new/custom model you can import.

I'm completely new to skinning UT stuff, and I have a question. I usually do paints for racing games/sims and i'm used to having a template of sorts. Obviously, there are no 'blank' textures for the models. What is the best way to go about with new textures and things on models, while still keeping the proper shading and highlighting, but getting rid of current markings? This is completely different to what I have done in the past, so I'm quite up to speed yet.

I pretty much guess and test between an image editor and upaint to figure out what's where. As for getting rid of markings and keeping contours, it's just a matter of persistence and tricks when editing. The best way I've found to do it is finding similar textures on other skins and copying them in or search the web. I recommend Google's Image search.
