embedding a weapons mutator

Ah,it must be because it doesn't have the new (since 2k3) placeable property.
You could try adding a subclass of info(that you make placeable) that would in turn spawn the mutator.

That would not be 100% sure (but it would probably be very likely)
I don't know if that would work but you could also try to subclass mutator and make it placeable.
