What kind of software can I use to make new skins? Photoshop? 3dmax? How easy would it be for a beginer to catch on?

for new skins , photoshop . for models of players or attachments , 3d max .

Those options aren't cheap. Some programs like 'GIMP' is a free Photoshopesque type programs. I think Blender and Milkshape are reasonably priced programs.

How much does Photoshop 7.0 run for? Isn't the new one like, $700 but the earlier edition closer to 100? Can I still skin with the 100 dollar version?

Any version of Photoshop would do ya. Think I forked out about €800 for v7 so it's far from cheap. There's a stripped down Photoshop called Photoshop Elements which is cheaper or PaintShop Pro is good and a snitch at about €70. 3D Studio Max great for modelling but about €5000 I think :eek: but there's a PLE version of Maya on the UT CDs which you can use. For any new skinner just use Upaint and PaintShop Pro unless you're really into graphic work and absolutely need the best.
