Maybe you're looking for servers at the wrong time?
Try joining the Wednesday Parole or Sunday Lockdown (http://www.planetjailbreak.com/community/lockdown.html) on the Jailbreak Mothership (http://80.86.190.72:8888/ServerAdmin/stats/), you'll always find players there at those events and often also at other times od the day and days of the week.
