is there a way for Maya PLE to export this model to .psk (mesh file) so I can import it into Upaint?

no. the unEditor plugin exports skeletal meshes & animations direct to the UEd Animation browser in .ukx only, which is the format that "combines" the .psk & .psa data.
MayaPLE has no other useful export options, so you can't unwrap a PLE mesh for use in other painting apps, either. this is the biggest drawback to using MayaPLE, imo. no hard/soft edges is the second-biggest.

Doesnt PLE have "Edit Polygons -> Normals -> Soften/Harded"?
I find that kinda hard to believe.

sorry, i worded that badly. MayaPLE does indeed have the hard/soft edges options, but they don't translate through the unEditor plugin -- everything is soft edges in UEd. in my experience, anyway.
