Just a small question, what is the difference between how classes are coded and organized in UT2k3 compared to UT?

There's almost no difference in coding. the class structure is a bit different, though.

Items are represented by a Pickup class for the visual representation in the map, an Inventroy class when in the player's inventory and an InventoryAttachment class for selected weapons.
Also some Pickups are spawned on XPickupBases.

Players are seperated into the Pawn and its Controller.

Mutators have lost most of their functionality. A lot has been moved to the GameRules class and other parts have to be done by the new Interaction class.

Also the UWindow system has been replaced by the GUI classes.

Just used a class browser if you want to get more details and make extensive use of the Unreal Wiki. ;)
