Is slowing game speed Cheating?

My brother and I have an argument. We both finished the game...beat the last guy...but he did it using the speed slider in the options menu. He slowed down the game so that he could easily see the last guy and it seems it made it easier for him. So is this cheating? Does it affect your stats?

If you reduce the game speed alot, you can set the bots on "Godlike"-skill and kick their asses.

It's cheating if it's seen in a contest aspect.
